Our actual vlc package is rather old, is affected by CVEs listed in bug #9017 and does not build well against ffmpeg 4.0.x: so lets pick up the very latest release (3.0.4) to fix all the issues at once.
This also allow building against new libcdio and chromaprint libraries...

The changes since our 2.2.8 package are so many that is impossible to list them all here: see the NEWS file in the sources for all the gory details.

Please rebuild these packages with new VLC (they use libvlccore8 but VLC 3.0.x comes with libvlccore9):
