After uploading the new theme files to the styles folder I tried to install a new skin for phpbb3 following this guide:
http://www.phpbb.com/kb/article/how-to-install-styles-on-phpbb3/
but our instance of phpbb lacks this functionality.

The tab 'styles' is missing.

What does it say the red warning message?

There, they say "Delete the cache". Can you do it?
(But I'm not that sure this may do the trick...)

Also, you may have not enough permissions to see the styles tab.
You may have to ask another admin with full privileges (if you had not) if he has the styles tab.

The red sign says that the phpBB installation is not up to date.
Will ask for full privileges, ok.
