This bug has been reported in ubuntu's bug list in 2016 as "Bug 1579579 Monitors immediately come out of energy saving mode".
The problem appears when the time comes for the energy saving, to switch off the screen,seems the signal stops, but immediately comes back. The monitor never power off. 
In ubuntu 22.04.1 the screen goes blank but the back-light is still active.
Seems it happens in specific hardware category, CPU with integrated GPU.
I am using an AMD Ryzen 5 3400G with Radeon Vega 11 Graphics
