New Ardour needs an updated lilv library: let's sync the package with the 2019.1 branch.
According to abi-compliance-checker the update should be safe and without the need of rebuilding all the depending packages (see: https://abi-laboratory.pro/index.php?view=timeline&l=lilv).

The package need updated lv2, serd, sord and sratom libraries.
