New Ardour requires an updated suil library: let's bring it in sync with 2019.1 and upgrade to the latest 0.10.6 release.
According to abi-complicance-checker the update should be safe and does not require rebuilding the depending packages (see: https://abi-laboratory.pro/index.php?view=timeline&l=suil).

The new package depends upon the updated lv2, serd and sord libraries.
