mlt 6.16.0-3.git52bcd0:

- update to git snapshot because mlt received a lot of fixes after the last release in 05.2019, especially after refactored Kdenlive was released
- build both python2 and python3 bindings as requested at https://vk.com/wall-33847957_300487 in comments

There is no need to rebuild Kdenlive, but please test Kdenlive for regressions.
