В зависимостях есть пакет
Requires:	libpulsecommon12.2
Он привязан к версии pulseaudio
и нужно изменять спек steam при обновлении pulseaudio.
Уже два раза так было.
Он эта запись на самом деле лишняя,
и пакет libpulsecommon*
и так подтягивается во время установки,
так как он подтягивает записью в спеке

Requires:	libpulseaudio0

Сейчас убрал из спека запись 
Requires:	libpulsecommon12.2

Пакет steam устанавливается без ошибок, и зависимость libpulsecommon*
устанавливается во время установки steam.
