I'm having the same issue with the latest KDE testing packages from abondrov (4.10.2-2).
I love to use the Oxygen black one: when selected from System settings - Workspace appearance - Cursor theme il all OK; after a DE restart, however weird things happens:
* hovering on the desktop or the desktop bar makes the cursor reverts to the standard oee (or the Rosa one: I can't tell visually what of the two);

* in a kde- or qt-based app (eg System settings or qsynth, the mouse cursor is the right one *except* when hovering on the title bar or the window borders: then it does as in the above case;

* in a gtk-based app (eg the abrt GUI) the cursor always reverts to the one of the two above, even if I'm using the gtk-qt-engine package; with the rpmdrake package (launched from the KDE menu, not from a konsole), moreover, the main window shows the same behaviour as the kde/qt apps, while all the pop-up and dialog windows do as the all the other gtk apps (ie the cursor always reverts). The same happens also with other cursors themes (except, perhaps, for the standard one the the Rosa one).

According to abondrov the issue comes from /usr/share/kde4/env/kde4-firstsetup.sh (from the mandriva-kde4-config-common package) which generates $HOME/.kde4/env/gtk2-engines-elementary.sh with the hard-coded "export XCURSOR_THEME=rosa" line;
removing that line in that file and restarting KDE indeed fixes the issue and counts as working workaround.

However the real culprit is in the kde4-firstsetup.sh file incorrectly inserting the "export XCURSOR_THEME=rosa" line.
It would be good to fix it for Fresh 2012.1 RP1 release.

Modifying the package field and bumping Importance.

Obviously, this is small and rare UX issue, is not a critical bug.

Is the bug still active?
