Description of problem:


if you want to set ntp
then
there is no drakclock in the MCC gui
and
you must use command line to launch drakclock

This is also intentional, we recommend to use a KDE CC to configure date/time.

Or do you know any actions that can be performed with drakclock but no available in KDE CC?

Yes, drakclock is deprecated and will be removed completely in latest release. 
Thus I close this bug.
