sysctl -p
sysctl: cannot open "/etc/sysctl.conf": Нет такого файла или каталога

but /etc/sysctl.conf file is deprecated, for new systemd version used
/usr/lib/sysctl.d and /etc/sysctl.d

Create example file /etc/sysctl.d/90-override.conf with disabled parameters
and create symlink to the file from /etc/sysctl.conf

Is this one an issue only for procps-ng or also for plain procps?

Assuming that the issue is present on both the above  packages, another way to fix it would be simply put in /etc a symlink to our default configuration file (/usr/lib/sysctl.d/50-default.conf), already provided by systemd package...
Since both systemd and procps are part of the basesystem, the symlink should be part of the package being installed last: I would say "systemd", because this will fix both procps and procps-ng...
