When installing the proprietary drivers for AMD graphics, XFdrake generates xorg.conf with the following section among other things:

Section "Module"
    Load "v4l" # Video for Linux
EndSection

The X11 module "v4l" is no longer required and remains unmaintained upstream since 2011. 

Moreover, its current version cannot work with Xorg 1.17 or newer because it uses functions Xorg no longer provides (it can be patched but this is another story). 
As a result, the X server fails to start on the systems with fglrx.

I'd suggest, XFdrake should not generate 'Load "v4l" # Video for Linux' line at all. Just create an empty section:
