after succesfull change of locale "preferred languages" are not set properly

Description of problem:
If I try to change locale from "Configure your computer"/"System"/"Localization" I expect "preferred languages" in "Configure your desktop"/"Locale"/"Languages" to be properly set automatically.

Steps to Reproduce:
1. Change locale in "Configure your computer"/"System"/"Localization".
2. Check "preferred languages" in "Configure your desktop"/"Locale"/"Languages".

"Configure your computer"/"System"/"Localization" is deprecated and we are going to completely drop it in future.

The correct place to set the locale settings is "Configure your desktop"/"Locale"/"Languages". It affects the whole system (after fixing bug #237).
