KWallet is impossible to turn on after it was turned off

Version-Release number of selected component (if applicable): kwallet-4.3.13-1 Steps to Reproduce: 1. After clean installation of ROSA Fresh initiate some action which requests a password available for storing in KDE Wallet - for example, connect to a password-protected Wi-Fi. 2. KWallet initial setup is started. Click Next/Finish without changing any default settings, that is: a) Basic setup (recommended) b) checkbox "Yes, I wish to use KDE wallet..." unchecked. 3. Now KDE wallet is turned off and is impossible to turn on, because: a) when KDE Wallet Manager is started it displays just an blank white window with menu, there is no command to enable the KDE wallet; b) if you try to configure the wallet via KDE System Settings and check "Enable the KDE wallet subsystem", pressing OK or Apply just displays "Sorry, the system security policy didn't allow you to save the changes", and the checkbox becomes unchecked again. The only way to reenable the wallet I could find is to remove files ~/.kde4/share/config/kwallet* and disconnect/reconnect Wi-Fi (thus calling the initial setup dialog again), but it's not user-friendly.
