Description of problem:
useradd no work with key "-p"


Steps to Reproduce:
1. useradd -m fedya -p 123
2. reboot
3. login fedya, write password "123", the gdm is show "bad password"


If i do:

1. useradd -m fedya
2. passwd fedya
"new password: 123"
3. reboot
3. login fedya, write password "123" - all OK.

Please read man for useradd why -p disabled by default.
