dracut was fixed to provide a correct symlink to mkinitrd

Advisory:
many ROSA packages use mkinitrd symlink, the best example is kernel. Our current dracut version has a broken symlink, so kernel installations ends abnormally. Dracut package was updated to adress this issue.

install/update to current dracut from repo.
Try to run "mkinitrd" - no result.

Update to dracyt from this buildlists - "mkinitrd" should be available

mkinitrd is a symlink to dracut, so it is  correct.
