Description of problem:

1. I have two language in my system: russian and english. I 've defined the
"CapsLock" combination to switch to another keyboard layout. It works fine in
KDE.
2. Then  I go to virtual console (by Ctrl-Alt-F1)
3. If I press "CapsLock"  I have "?" instead of russian symbols.

For example I want to write "echo "тест""
But I get 
$ echo "????"
????

How have you defined a combination to switch between layouts? Switching in X session and in virtual console is not the same. Most utilities allows to select a combination for X session only, it is normal.
