Should be fixed now (kcm_printer package).

Yes it is now possible to go to printer settings and add manually a printer

But it doesn't automatically recognize my printer when I start it (HP Photosmart C5280)

No notification to tell me I can add it

Notification is broken due moving to systemd and disabled. We need fully rewrite this part (i think we need use clear upstream code with minimal changes on it).

Yes. We only fix printing system, but not fix old detect system... May be in future, but not for now...
